Listing Description

Quepos is the canton number 6 of the province of Puntarenas, on the central Pacific coast of Costa Rica. It has an area of 543.77 km² and is divided into 3 districts, Quepos, Naranjito and Savegre. This canton limits to the north with Tarrazú, Dota and Pérez Zeledón, to the west with Parrita, to the east with Osa and to the south with the Pacific Ocean. The head is Quepos, town with city category. It was founded on October 30, 1948 with the name of Aguirre, which was used until February 2015, when the official name change was agreed, in the Legislative Assembly of Costa Rica.

The Municipality of Quepos is a local government, which manages public resources and services, promotes common well-being and integral growth in an innovative, sustainable, efficient and timely manner, with the purpose of improving the quality of life of the people who inhabit the canton.

This municipality offers building permits, cemetery services, rental of urban markets, garbage collection, communal decoration, maintenance of parks, sidewalks, roads in the canton of Quepos and all its districts: Quepos, Savegre & Naranjito.

The municipalities of Costa Rica originated in the old town councils, inheritance of Spain, during the immediate colonial period after the conquest and from the beginning they were conceived as a vital part for the operation of towns and villages, since they were in charge and mandate, very important tasks for the nascent populations to be functional, in areas as delicate as economics and politics, and to manage the scarce resources since that time, all these had to be administered with honesty and great care.

In 1825 a constitution is issued that has the provision of creating town halls in all towns, regardless of how small the hamlet may be; This led to an excessive and centralized exercise of power, for which Don Braulio Carrillo Colina eliminated them in 1841.

However, the issue of centralization is still present and because of this, in the Constitution of 1844, known as the Political Constitution of the Free State of Costa Rica and second in the country, the criterion of municipalities is imposed again in every hamlet. Said norm is changed again by the one prevailing today, which consists of the existence of a municipality in each department head; however, it took until 1876, the year in which the law was created that establishes that each canton in Costa Rica must have a municipality.

Costa Rica is currently made up of seven provinces, all of them made up of cantons. The canton is defined as the municipal structural unit and is equivalent to cities or municipalities; the institution that governs the canton is called the municipality or the town hall, and the cantons are in turn divided into districts.

Municipal charges

Mayor: functions as a governor of the canton. It is his responsibility to watch over issues such as public works and cultural activities and, in addition, he has to obey the orders of the municipal council. He has the right to speak on the municipal council, as do the vice mayors, but not to vote.

Vice mayors: originally they were called the first alternate mayor and second alternate mayor, and they only performed duties if the incumbent temporarily or totally ceased functions. After a reform in 2009, the vice mayors became the first vice mayor and second vice mayor; the first with functions and salary within the municipality and the second as a substitute, in case of absences of the other two.

Regidor: member of the municipal council. His function is to vote on projects of interest to the canton. The municipal council can be composed of five, seven, nine, eleven or thirteen proprietary councilors and their alternates. Alternates have the right to speak but only owners vote. As its name indicates, they can substitute with their vote in the absence of the owners.

Syndic – Serves as the president of the district council. He is responsible for making known, before the municipal council, the agreements made in the district councils. He has the right to speak on the municipal council, but not to vote.

Councilor: member of the district council. All districts, regardless of population, elect four councilors plus the trustee. They meet once a month in the community school or in a community hall and, if necessary, in the home of one of the councilors. They can create district projects and send them to the municipal council, through the trustee, to be voted on.

Intendant: functions as a district mayor. Only eight districts, very far apart, have a mayor.

District municipal councilor: functions as a district municipal council and also as a district council. It is made up of four municipal district councilors plus the trustee.
